style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\">Primeiramente, o(a) servidor(a) dever\u00e1 abrir no SEI o processo \u201cPessoal: Progress\u00e3o por Capacita\u00e7\u00e3o\u201d e anexar os seguintes documentos:<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\">&#8211; Documento SEI \u201cPROGEP Progress\u00e3o por Capacita\u00e7\u00e3o\u201d<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\">&#8211; Certificados (frente e verso);<\/span><\/p>\n<p style=\"text-align: justify\">Ap\u00f3s, o processo dever\u00e1 ser encaminhado para Se\u00e7\u00e3o de Desenvolvimento da Carreira dos Servidores (SDCS).<\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\">\u00c9 importante destacar que, conforme estipulado pelo \u00a7 1\u00ba do artigo 11 do Decreto n\u00ba 8.539, de 08 de outubro de 2015, \u201cO teor e a integridade dos documentos digitalizados s\u00e3o de responsabilidade do interessado, que responder\u00e1 nos termos da legisla\u00e7\u00e3o civil, penal e administrativamente por eventuais fraudes\u201d.<\/span><\/p>\n<p><a palatino, serif;color: #ff6600\"><strong>D\u00daVIDAS FREQUENTES<\/strong><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\"><strong>Quais os cursos que s\u00e3o considerados para obter a progress\u00e3o por capacita\u00e7\u00e3o?\u00a0<\/strong>Ser\u00e3o considerados cursos de capacita\u00e7\u00e3o, que n\u00e3o sejam de educa\u00e7\u00e3o formal, compat\u00edveis com o cargo e o ambiente organizacional do servidor e a carga hor\u00e1ria m\u00ednima exigida, conforme a\u00a0<a style=\"color: #000000\" href=\"http:\/\/portal.mec.gov.br\/arquivos\/pdf\/canalcggp\/portarias\/pt09_2006.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Portaria do MEC n\u00ba 9\/06<\/a>, resumida no arquivo\u00a0<a #000000\"><strong style=\"line-height: 1.5em\">O que significa ambiente organizacional?<\/strong><span style=\"line-height: 1.5em\"> Ambiente organizacional \u00e9 a \u00e1rea espec\u00edfica de atua\u00e7\u00e3o de um servidor, por exemplo, o t\u00e9cnico em Enfermagem est\u00e1 no ambiente Ci\u00eancias da Sa\u00fade. Os ambientes s\u00e3o: Administrativo; Infraestrutura; Ci\u00eancias Humanas, Jur\u00eddicas e Econ\u00f4micas; Ci\u00eancias Biol\u00f3gicas; Ci\u00eancias Exatas e da Natureza; Ci\u00eancias da Sa\u00fade; Agropecu\u00e1rio; Informa\u00e7\u00e3o; Artes, Comunica\u00e7\u00e3o e Difus\u00e3o; Mar\u00edtimo, Fluvial e Lacustre.<\/span><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\"><strong>Qual o n\u00edvel de capacita\u00e7\u00e3o em que me encontro?<\/strong>\u00a0O N\u00edvel de Capacita\u00e7\u00e3o pode ser verificado no contracheque, no campo REF\/PADR\u00c3O\/N\u00cdVEL.\u00a0 \u00a0 \u00a0 \u00a0 Exemplo:<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\"><a style=\"color: #000000\" href=\"https:\/\/wp.ufpel.edu.br\/prgrh\/files\/2010\/04\/exemplo1.jpg\"><img class=\"aligncenter\" src=\"https:\/\/wp.ufpel.edu.br\/prgrh\/files\/2010\/04\/exemplo1.jpg\" alt=\"\" width=\"597\" height=\"107\" \/><\/a><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\"><strong>De quanto em quanto tempo posso progredir por capacita\u00e7\u00e3o? <\/strong>A solicita\u00e7\u00e3o dever\u00e1 ser entregue um m\u00eas antes de completar os 18 meses da \u00faltima progress\u00e3o por capacita\u00e7\u00e3o recebida (conforme o artigo 10 da <a style=\"color: #000000\" href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/_Ato2004-2006\/2005\/Lei\/L11091.htm\" target=\"_blank\" rel=\"noopener noreferrer\">Lei n\u00ba 11.091\/2005<\/a>). Novos servidores devem ter no m\u00ednimo 18 meses no cargo ocupado, e apresentarem cursos realizados ap\u00f3s o ingresso na UFPel.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\"><strong>Se eu tiver um Incentivo \u00e0 Qualifica\u00e7\u00e3o<\/strong><strong>\u00a0tenho que esperar 18 meses para entregar um certificado de curso de capacita\u00e7\u00e3o?\u00a0<\/strong>N\u00e3o. Os cursos de capacita\u00e7\u00e3o n\u00e3o est\u00e3o ligados ao percentual de incentivo por cursos de educa\u00e7\u00e3o formal. Os cursos de capacita\u00e7\u00e3o valem para a progress\u00e3o por capacita\u00e7\u00e3o, que mudar\u00e1 o vencimento b\u00e1sico do servidor. J\u00e1 os cursos de educa\u00e7\u00e3o formal, geram um percentual sobre o vencimento b\u00e1sico, ficando no contracheque um valor espec\u00edfico para o Incentivo \u00e0 Qualifica\u00e7\u00e3o.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\"><strong>O que precisa constar no certificado para progress\u00e3o por capacita\u00e7\u00e3o?<\/strong> No certificado dever\u00e1 constar: o nome da escola que ofereceu o curso com CNPJ (a empresa deve ser registrada em \u00d3rg\u00e3o P\u00fablico com atividade relacionada \u00e0 educa\u00e7\u00e3o), conte\u00fado program\u00e1tico, carga hor\u00e1ria e o per\u00edodo de realiza\u00e7\u00e3o do curso. No caso de certificados\/documentos redigidos de l\u00ednguas estrangeiras,\u00a0 dever\u00e1 ser apresentada a tradu\u00e7\u00e3o.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\"><strong>Como posso verificar se a institui\u00e7\u00e3o que pretendo realizar o curso \u00e9 registrada em \u00d3rg\u00e3o P\u00fablico? <\/strong>Dever\u00e1 ser realizado o acesso ao site da Receita Federal (http:\/\/www.receita.fazenda.gov.br\/PessoaJuridica\/CNPJ\/cnpjreva\/Cnpjreva_Solicitacao.asp), com o CNPJ da empresa realizar a busca. De acordo com a\u00a0<a style=\"color: #000000\" href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/_Ato2004-2006\/2005\/Lei\/L11091.htm\" target=\"_blank\" rel=\"noopener noreferrer\">Lei n\u00ba 11.091\/05<\/a>\u00a0e com o\u00a0<a style=\"color: #000000\" href=\"https:\/\/wp.ufpel.edu.br\/prgrh\/files\/2010\/04\/Memorando-CGGP-SAA-MEC-2.671-09.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Memorando CGGP\/SAA\/MEC 2.671\/09<\/a>, a progress\u00e3o por capacita\u00e7\u00e3o ser\u00e1 do 1 para o 2, do 2 para o 3 e do 3 para o 4, respeitado o per\u00edodo de 18 meses entre cada n\u00edvel.<\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\"><strong style=\"line-height: 1.5em\">Posso somar a carga hor\u00e1ria de diversos certificados para conseguir a progress\u00e3o?<\/strong><span style=\"line-height: 1.5em\"> Conforme a Lei n\u00ba <span style=\"font-weight: 400\">11.091\/05<\/span>, somente \u00e9 permitido o somat\u00f3rio de cursos de capacita\u00e7\u00e3o com carga hor\u00e1ria m\u00ednima de 20 horas e desde que estes tenham sido realizados durante a perman\u00eancia no n\u00edvel de capacita\u00e7\u00e3o em que o servidor se encontra.\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;color: #000000\"><strong>\u00c9 poss\u00edvel utilizar a carga hor\u00e1ria excedente da \u00faltima progress\u00e3o?<\/strong> Sim, p<\/span><span style=\"font-weight: 400\">odem ser aproveitadas as horas que excederem a exig\u00eancia para progress\u00e3o no interst\u00edcio anterior na soma de cargas hor\u00e1rias para a pr\u00f3xima progress\u00e3o.<\/span> <span style=\"font-weight: 400\">Conforme Memorando-Circular n\u00ba 2\/2019\/SSP\/NUCAP\/CDP\/PROGEP\/REITORIA, <\/span><i><span style=\"font-weight: 400\">n\u00e3o h\u00e1 limite de carga hor\u00e1ria excedente, podendo ser utilizada toda e qualquer sobra de carga hor\u00e1ria da \u00faltima progress\u00e3o<\/span><\/i><span style=\"font-weight: 400\">. De acordo com o \u00a74\u00ba do artigo 10\u00ba da Lei n\u00ba 11.091\/05 a carga hor\u00e1ria que excedeu a \u00faltima progress\u00e3o poder\u00e1 ser utilizada somada a pelo menos um certificado de no m\u00ednimo 20h.
