By Charles Pennaforte [Valdai Club]"},"content":{"rendered":"<p>What can Brazil and the international community expect from the outcome of its presidential election? There is a widespread consensus both in Brazil and abroad that Brazil has suffered great wear in its international image.<!--more--> In the last 30 years Brazil has gone through numerous economic and even political crises, but nothing that threatened the democratic process with possible ruptures of power.,<\/p>\n<p>However, the election of\u00a0Jair Bolsonaro in\u00a02018 with a\u00a0conservative, undemocratic and far-right agenda placed Brazil on\u00a0the map of\u00a0international political regression. Of\u00a0course, Jair Bolsonaro is\u00a0part of\u00a0a\u00a0process that has his exponent in\u00a0Donald Trump who gave visibility to\u00a0this conservative agenda.<\/p>\n<p>But all that can change.<\/p>\n<p>According to\u00a0the last electoral surveys (August 2022), former President Luiz In\u00e1cio \u201cLula\u201d da\u00a0Silva, has reemerged into the electoral stage with great force and continues to\u00a0be\u00a0the first candidate in\u00a0the voting intentions.<\/p>\n<p>Lula da\u00a0Silva the same leader of\u00a0the Workers\u2019 Party (PT) which suffered in\u00a02018\u00a0a powerful lawfare action by\u00a0sectors of\u00a0the Brazilian Judiciary system, later confirmed by\u00a0Supremo Tribunal Federal (the Supreme Court of\u00a0Brazil), by\u00a0abolishing all his corruption processes involving the former president and his convictions by\u00a0confirming the partiality of\u00a0the then federal judge Sergio Moro, leader of\u00a0the famous \u201cLava Jato\u201d (Car Washing) Operation.<\/p>\n<div>In\u00a02022 Lula aims to\u00a0victory with an\u00a0alliance of\u00a0wide political specter, made of\u00a0centrist and even the right-wing forces, which are called the \u201ccivilized right\u201d because they are antagonistic to\u00a0the present government. Such a\u00a0prospect increases his possibilities of\u00a0triumph.<\/div>\n<div><\/div>\n<p>From the internal Brazilian point of\u00a0view, for most Brazilians -especially the poorest-, the Lula Era (2003\u20132010) was a\u00a0period of\u00a0economic growth, poverty reduction, low unemployment, and prosperity.<\/p>\n<p>When he\u00a0left the presidency, Lula had\u00a080% approval giving him the title of\u00a0\u201cbest president of\u00a0Brazil\u201d since the beginning of\u00a0the widespread use of\u00a0public opinion surveys in\u00a0the 1990s. That is\u00a0the memory that millions of\u00a0Brazilians have of\u00a0the veteran political leader.<\/p>\n<p>The second-place candidate, Jair Bolsonaro, keeps his far-right electorate stagnant in\u00a0the range of\u00a030% of\u00a0votes that are insufficient to\u00a0guarantee victory against Lula in\u00a0both the first and second electoral rounds (ballotage).<\/p>\n<p>The meager economic governance alongside numerous cases of\u00a0corruption involving family members and political allies, in\u00a0addition to\u00a0the terrible management of\u00a0his negationist government in\u00a0the covid-19 pandemic that (if\u00a0not caused), contributed to\u00a0the death of\u00a0more than 600 thousand people to\u00a0date.<\/p>\n<p>Except for some major unexpected changes until October\u00a05, the final dispute will take place in\u00a0the second election round (ballotage).<\/p>\n<p>The political groups opposed to\u00a0the \u201cPolarization\u201d between Lula and Bolsonaro, will try to\u00a0articulate a\u00a0\u201cThird Way\u201d. However, the electorate is\u00a0not much enthusiastic about such proposals. Both Ciro Gomes, candidate of\u00a0the PDT, and senator Simone Tebet of\u00a0the MDB \u2014 the largest political party in\u00a0Brazil \u2014 aim to\u00a0present themselves as\u00a0an\u00a0alternative to\u00a0the two best-placed candidates in\u00a0the surveys. But, they don\u2019t arouse enthusiasm among voters, and both of\u00a0them will hardly become the \u201csurprise\u201d of\u00a0this election.<\/p>\n<p>The Brazilian elections of\u00a02022 will be\u00a0the most important since the process of\u00a0redemocratization started after the end of\u00a0the Civic-Military Dictatorship (1964\u20131984).<\/p>\n<p>The traditional Brazilian political axis of\u00a0the dispute between the center-left (PT) and the center-right represented by\u00a0the Brazilian Social Democracy Party (PSDB) almost three decades ago was changed to\u00a0the competition between the center-left (PT) and the far-right led by\u00a0the Liberal Social Party (PSL) of\u00a0Jair Bolsonaro. What is\u00a0at\u00a0stake is\u00a0much more than the return of\u00a0former President Lula to\u00a0the Planalto Palace, is\u00a0more like a\u00a0referendum on\u00a0his political role in\u00a0recent years.<\/p>\n<p>The country so\u00a0admired once for its ability to\u00a0offer solutions that impact positively the world, has become the symbol of\u00a0contempt for the Environment and Human Rights.<\/p>\n<p>In case Luiz In\u00e1cio Lula da Silva is elected we can visualize Brazil\u2019s return to the international stage with a very different perspective from the current one. Such will imply greater Brazilian proactivity both in Latin America and globally, mainly through the BRICS.
