Patents and Standards in Video Coding: a complicated relationship

Abstract
Video coding standards are the result of extensive collaboration among technology developers and standardization bodies. Many of the technologies incorporated into these standards are protected by Standard Essential Patents (SEPs), making patent licensing a fundamental aspect of standard implementation.
This talk introduces the concept of SEPs and the role of IPR policies in balancing innovation and technology dissemination. It also explores how patent licensing is organized in the video coding industry, with a particular focus on patent pools and their contribution to simplifying access to standardized technologies.
Finally, the presentation will address key challenges in the current ecosystem, including licensing complexity, patent essentiality, multiple licensing platforms, the emergence of royalty free codecs and their impact on technology adoption and market development.
Biography
Giovanni Ballocca is the Chief Technology Officer at Sisvel, where he leads the company’s technology strategy and innovation activities. With a background in physics and more than two decades of experience in multimedia, broadcasting, communications, and R&D, he has played a key role in the development and management of Sisvel’s video coding and patent licensing programs. He has been actively involved in international standardization activities, including MPEG, DVB, and ITU-related initiatives, and has contributed to major technology and licensing programs such as VP9, AV1, and digital broadcasting technologies.
